Job Summary

The Director of Payroll and Compliance will lead payroll operations and compliance for the company’s workforce across the United States and Canada. This role ensures timely, accurate, and compliant payroll processing while maintaining adherence to federal, state, provincial, and local labor and tax regulations. The ideal candidate will have significant leadership experience managing payroll across multiple jurisdictions, with a proven ability to optimize systems, drive process improvement, and ensure compliance in a complex, multi-state and multi-province environment.

Key Responsibilities

Payroll Leadership

  • Direct all payroll operations for employees in the U.S. and Canada, including processing, tax reporting, garnishments, benefits deductions, and year-end filings (e.g., W-2, T4, T4A).
  • Manage payroll for exempt, non-exempt, union, and hourly staff across multiple states and provinces.
  • Ensure accurate calculations of wages, overtime, and incentive/bonus programs in compliance with FLSA, provincial employment standards, and collective agreements.
  • Oversee payroll system administration, integrations, and enhancements; drive automation and process optimization.

Compliance & Risk Management

  • Monitor legislative and regulatory changes across the U.S. and Canada; proactively adjust policies and processes to ensure compliance.
  • Ensure compliance with federal, state, provincial, and local wage & hour laws, payroll tax requirements, and reporting obligations.
  • Lead internal and external audits related to payroll, tax, and labor compliance.

Strategic Leadership

  • Develop and execute payroll and compliance strategy to support organizational growth across borders.
  • Lead, mentor, and build a high-performing payroll and compliance team.
  • Collaborate with HR, Finance, and Operations to align payroll processes with compensation strategies, workforce planning, and budget forecasting.
  • Serve as a trusted advisor to senior leadership on payroll and compliance risks, trends, and opportunities.

Reporting & Analytics

  • Provide leadership with timely payroll and compliance reports, including metrics, cost analyses, and regulatory updates.
  • Create reports, dashboards and KPIs to track payroll performance, accuracy, and compliance across both countries.
  • Partner with Finance to ensure payroll data integrity for audits, reconciliations, and financial reporting.
  • Experience in implementing and upgrading a payroll system.

Qualifications

  • Bachelor’s degree in Accounting, Finance, Business Administration, Human Resources, or 10+ years of progressive payroll management experience, with at least 5 years in a senior leadership role.
  • Expertise in both U.S. and Canadian payroll laws, tax regulations, and compliance practices.
  • Demonstrated experience managing multi-state and multi-province payroll in large, distributed organizations (distribution, logistics, or manufacturing preferred).
  • Proven success in payroll system implementations, upgrades, or large-scale integrations.
  • Strong analytical and process improvement skills with a track record of driving efficiency and accuracy.
  • Exceptional leadership, communication, and cross-functional collaboration skills.
  • Professional certifications such as CPP (Certified Payroll Professional, U.S.) and/or PCP (Payroll Compliance Practitioner, Canada) or ability to obtain certification.

Physical Demands & Work Environment

This position may require 40+ hours per week and involves routine office-related physical activity, including:

  • Regular bending and lifting/carrying up to 10 lbs
  • Extended use of hands and arms for computer and office work
  • Sitting for prolonged periods (up to 8 hours), with intermittent standing and walking
  • Frequent use of hearing and speech for communication (up to 6 hours daily)
  • Use of standard office equipment (computers, phones, scanners) for up to 8 hours
